Incumbent State Proposals Proposal 10-1 A Proposal To Convene A Constitutional Convention For The Purpose Of Drafting A General Revision Of The State Constitution Shall a convention of elected delegates be convened in 2011 to draft a general revision of the State Constitution for presentation to the state's voters for their approval or rejection? Proposal 10-2 A Proposal To Amend The State Constitution To Prohibit Certain Felons From Holding Elective Office And Specified Types Of Public Employment Positions The proposed constitutional amendment would: Make a person ineligible for election or appointment to any state or local elective office or to hold a position in public employment in this state that is policy-making or has discretionary authority over public assets, if:   •   within the preceding 20 years, the person was convicted of a felony involving         dishonesty, deceit, fraud, or a breach of the public trust; and   •   the conviction was related to the person's official capacity while holding any       elective office or position of employment in local, state or federal government. Require the State Legislature to enact laws to implement the prohibition. Should this proposal be adopted? County Proposals None City/Township Proposals Grant City Fire Protection Millage Proposal - 1 Mill This proposal is for a reauthorization of a millage which expired with the 2010 tax levy. Shall the tax limitation on general ad valorem taxes within the City of Grant (the "City") imposed under Section 9.1 of the City Charter be increased by up to 1.00 mill ($1.00 per $1,000 of taxable value) on taxable real and personal property within the City for a period of one year (to expire after the July 1, 2011 tax levy), to provide funds to pay the operating and capital costs of providing fire protection and emergency services, and shall the City levy the increase in millage for this purpose, thereby raising an estimated $15,659.57 in the one year of this levy? Public Safety Millage Proposal - 1 Mill This proposal is for a reauthorization of a millage which expired with the 2010 tax levy. Shall the tax limitation on general ad valorem taxes within the City of Grant (the "City") imposed under Section 9.1 of the City Charter be increased by up to 1.00 mill ($1.00 per $1,000 of taxable value) on taxable real and personal property within the City for a period of one year (to expire after the July 1, 2011 tax levy), to provide funds to pay the costs of providing public safety and police protection, and shall the City levy the increase in millage for this purpose, thereby raising an estimated $15,659.57 in the one year of this levy?   Merrill Township Township Operating Millage Renewal Proposal - 1.8861 Mills Shall the expired previous voted increases in the tax limitations imposed under Article IX, Sec. 6 of the Michigan Constitution in Merrill Township, of 2 mills ($2.00 per $1,000.00 of taxable value), reduced to 1.8861 mills ($1.8861 per $1,000.00 of taxable value) by the required millage rollbacks, be renewed at 1.8861 mills ($1.8861 per $1,000.00 of taxable value) and levied for 4 years, 2011 through 2014 inclusive, for general township operating purposes, raising an estimated $41,408.00 in the first year the millage is levied?     School Proposals Oakridge Public Schools (portion on Bridgeton Township) Bonding Proposal - $8,640,000 Shall Oakridge Public Schools, Muskegon and Newaygo Counties, Michigan, borrow the sum of not to exceed Eight Million Six Hundred Forty Thousand Dollars ($8,640,000) and issue its general obligation unlimited tax bonds therefor, for the purpose of: erecting, furnishing and equipping an addition to the lower elementary school building; partially remodeling, furnishing and refurnishing, equipping and re-equipping school facilities; acquiring, installing and equipping educational technology for school facilities; constructing, equipping, developing and improving the high school track, elementary school playgrounds and play fields; developing and improving sites; and purchasing school buses? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2010, under current law, is .93 mill ($.93 on each $1,000 of taxable valuation) for a -0- net increase in debt millage.  The maximum number of years the bonds may be outstanding, exclusive of any refunding, is thirty (30) years.  The estimated simple average annual millage anticipated to be required to retire this bond debt is 2.82 mills ($2.82 on each $1,000 of taxable valuation). If the school district borrows from the State to pay debt service on the bonds, the school district may be required to continue to levy mills beyond the term of the bonds to repay the State. (Pursuant to State law, expenditure of bond proceeds must be audited, and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)     Return to Elections  Home Page
